Board of Governors


Vancouver Community College is a public post-secondary education institution. The Board of Governors administers the college, on behalf of the government of British Columbia and the Ministry of Advanced Education, and determines policy and reviews the college's performance as detailed in the College and Institute Act, Part 4, Section 19.

Pamela S. Ryan Pamela S. Ryan, Board Chair

Appointed: Term Ends: July 31, 2018

Pamela Ryan was appointed to the Board in November 2012 and began her term as Board Chair in November 2015.   Ms. Ryan is Managing Partner at Lucent Quay Consulting Inc., a Vancouver-based management consulting firm specializing in strategic planning and community relations. Previously, she was a Senior Associate at Karyo Communications and a Senior Research Analyst at Canadian Facts. She also worked in Communications at BC Ferries. Active in her community, Ms. Ryan is past President of the Strait of Georgia chapter of WTS, an international professional association for women in transportation. Ms. Ryan holds her Bachelor of Commerce from the University of British Columbia. 


Dr. Peter Nunoda Dr. Peter Nunoda, President & CEO, Vancouver Community College

Ex Officio

Dr. Peter Nunoda was appointed President, Vancouver Community College in August, 2014. Prior to joining VCC, he held the position of Vice President, Academic and Research at Northern Lights College since August 2011. Dr. Nunoda has served as the Dean of the Faculty of Health at the University College of the North from 2007 to 2011, the Director of Access Programs at the University of Manitoba from 2002 to 2007 and as a Program Director for Aboriginal Focus Programs at the University of Manitoba from 2000 to 2002. Prior to his entry into academic administration, Dr. Nunoda taught for twelve years in the Departments of History and Native Studies at the University of Manitoba. His research projects include: reports on professional health education for Aboriginal People for Health Canada and HRSDC; an article on Japanese Canadian Perceptions of Canadian Citizenship; and a study of the retention of Aboriginal students at the University of Manitoba. Dr. Nunoda has worked internationally with the Indigenous Health Unit at James Cook University in Australia and nationally with Indigenous Student Services at the University of Western Ontario.


Chloe Lau Chloe Lau,

Appointed: Term Ends: December 31, 2018

Chloe Lau (formally Choi) was appointed to the Board in October 2014.  Ms. Lau is currently the Director of Financial Reporting and Corporate Controller for WesternOne Inc., a company focused on acquiring and growing businesses in the construction and infrastructure services sectors. She is a Chartered Accountant, and earned her Bachelor of Commerce degree at the University of British Columbia. Chloe articled with KPMG LLP where she led audit engagements for public corporations in the industrial and technology sectors. She brings to the VCC Board significant experience in financial reporting and internal controls.


Brenda Aynsley Brenda Aynsley,

Appointed: Term Ends: December 31, 2018

Brenda is United Way of the Lower Mainland’s (UWLM) VP of Resource Development. Brenda joined UWLM after having been the Executive Director of Thompson Nicola Cariboo United Way for the past 11 years. In that role, she built strong partnerships with community, government, media and donors positioning United Way Thompson Nicola Cariboo as a community impact organization.

Prior to working for United Way, Brenda was an area manager for the Heart and Stroke Foundation of BC and Yukon. Brenda also has on the ground social service experience: she was a program director at Kamloops Youth Resources, and more locally, a supervisor and front-line worker at Maples Adolescent Treatment Centre in Burnaby.

Brenda has been honoured for her community work. She is a recipient of a Queens Diamond Jubilee Medal for community service and a recipient of a City of Kamloops Pioneer Spirit Award. She is a current nominee for a RBC Women of Influence award.


Mike Tourigny Mike Tourigny,

Appointed: Term Ends: December 31, 2018

Mike practiced law in Vancouver as a corporate commercial litigator for over 30 years.  He holds a Bachelor of Law and Bachelor of Commerce from the University of BC and was an active member of the BC Law Society Pro Bono legal advice program.

Mike worked with a major Canadian law firm, which through mergers became Lang Michener LLP in 1989 and latterly McMillan LLP in 2011.  Over the years Mike acted as counsel in numerous complex commercial disputes involving corporate governance matters.  During his tenure as a partner Mike spent over 10 years on the management committee of the Vancouver office of the partnership,  including 6 years as managing partner of the western division of Lang Michener LLP. 


Dee Dhaliwal Dee Dhaliwal,

Appointed: Term Ends: July 31, 2018

Dee Dhaliwal is General Manager & Publisher of Western Living and the Vancouver Magazine.  Ms. Dhaliwal was formerly the Publisher of The Vancouver Courier and Westender newspapers (Glacier Media) and before that worked as Director of Sales and Marketing with North Shore News. Earlier in her career, Ms. Dhaliwal was stationed in London, England working for a communications and publishing company.  Active in the community, she served as Chair of North Vancouver Chamber of Commerce, Chair of Business Excellence Awards, Director of Lions Gate Hospital Foundation, and Director of BC Chamber of Commerce and a Director of PCTIA.   Ms. Dhaliwal holds her Bachelor of Arts in Politics, Philosophy, and Economics from Stirling University in Scotland.  Ms. Dhaliwal qualified as a  Sommelier from The Art Institute Vancouver and is a part time visual artist.


Rene-John Nicolas Rene-John Nicolas,

Appointed: Term Ends: December 31, 2018

Mr. Nicolas is currently an advocacy staff representative for the BC Government & Service Employees' Union. In the past, he was a labour relations staff representative for the Federation of Post-Secondary Educators, an articled student, and an associate lawyer for Victory Square Law Office LLP. Prior to those ventures, Mr. Nicolas worked as a research assistant for the University of British Columbia.  Active in his community, he served as a past director for Tulayan, the BC Employment Standards Coalition, the Kaya Community Society, and the West Coast Domestic Workers' Association.  Mr. Nicolas is involved with a number of organizations focused on migrant workers and youth in the Filipino-Canadian community.  He holds his Bachelor of Arts and Juris Doctor from the University of British Columbia.





Todd Rowlatt Todd Rowlatt, Education Council Chair

Ex Officio: Term Ends: December 31, 2018

Todd Rowlatt joined the Board on January 1, 2015 as the elected Chair of the Education Council. Mr. Rowlatt has worked at VCC as a librarian since 2006, and has been the Department Head of Library Public Services since 2013. He has been a member of Education Council (EdCo) since 2009; during that time, Todd has served four terms as the Vice-Chair of EdCo. He has also been a member of the Education Policy Committee since 2010, acting as the Chair for the last two years. Todd has a Master of Library and Information Studies from UBC, a Master of History from the University of Minnesota, and a Bachelor of Arts from UVic.


Garth Manning Garth Manning, Faculty Representative

Elected: Term Ends: October 31, 2020

Garth Manning began his career at Vancouver Community College in 1998 as an instructor with the ABE Youth Program. Garth spent the next 13 years working in this program with at-risk youth where he served as Department Leader for 6 years. In 2011, Garth became an Instructional Associate with the Centre for Instructional Development. Garth is currently the CID representative on Curriculum Committee. Garth has a Bachelor of Arts and a Masters of Arts in Criminology from Simon Fraser University, as well as a Provincial Instructors Diploma and a Online Teaching Certificate from Vancouver Community College.


Erin Klis Erin Klis, Support Staff Representative

Elected: Term Ends: October 31, 2020

Erin Klis began her career at Vancouver Community College working in the Circulation Department at Broadway Campus Library. She is currently working in the Information Services Department at Downtown Campus library as a Reference Assistant. Erin sits on three committees within the library and attends the Library and Learning Resources Management Group Meetings. Besides her involvement with the library, Erin also sits on the VCC’s Disability Services Committee and the Gender-Based Violence and Harassment Committee.
